Fish Out of Water is a character from the Chicken Little movie and a goldfish who wears a scuba helmet and lives on the surface. This character is one of the many random species in the movie. As a figurine, they wear their scuba helmet in a spunky stance. This is a PVC toy made of Polyvinyl chloride, which is found in most collectible toys. 

When playing with the Fish Out of Water figurine, my siblings and I would mimic the gurgling sounds they would make in the movie.
